I have known for a while that Kigoma is considered a "hardship post" by the UN. But I learned today that the Peace Corps and similar organizations have actually banned their volunteers from serving in the Kigoma region. They have apparently labeled it a "war zone," which must be a reference to either the high population of refugees in the region, the proximity to the Burundi boarder, or the driving-by-sonar methods of the taxi drivers.
If I were a betting man, I know where I'd put my shillings.
